Instructional Systems Designer II Victor 12 is actively seeking
Intermediate Instructional Systems Designers to support the Training Analysis and Design Task Order in service of the Veterans Benefits Administration’s (VBA) Training Management and Performance Improvement Division (TMPI). This position is contingent upon the Task Order award and is 100% remote.
TMPI partners with VBA business lines and Staff Offices to train employees in job skills necessary for VBA employees to effectively support our nation’s Veterans. This Task Order is in support of TMPI and HCS's responsibilities to provide complete front-end analysis of job tasks, and design, develop, and deliver a variety of training programs that provide high-quality, interactive, and efficient learning that improves learner proficiency. This task order covers activities specific to Training Analysis and Development required to create, update, and maintain training products for VBA Critical job positions.
Responsibilities: - Perform activities to include all phases within the Instructional Systems Design (ISD) methodology.
- Support activities necessary to analyze, design, develop, and create new training materials as well as sustain, update, and reconfigure training materials and products across the VBA organization supporting a vast stakeholder population.
- Develop instructional materials for a variety of delivery modalities to include, but not limited to blended, synchronous, and asynchronous training, and performance support deliveries.
- Update, revise, and create new and existing training to be compatible with new technologies that become available.
- Design and develop materials in coordination with Sr. ISD for VBA target audience. Collaborate with VBA Subject Matter Experts (SMEs) to ensure a full understanding of the training requirements, learning approaches, instructional materials, job task analysis (JTA) data, learning analysis, test items, and summative and formative evaluation to meet the intended requirements.
- Must be well-versed in the following training areas: Professional Development, Technical Training, and Leadership Development.
- Adhere to 508 standards and bring products into compliance to make electronic and information technology accessible to those with disabilities.
Minimum Qualifications - Must be willing to sign a Contingent Offer Letter and submit a resume as part of the proposal process.
- Bachelors in Instructional Systems Design or a field of study related to the assigned project and six (6) years of relevant experience in projects of national scope, including VA initiatives and in the Federal Government arena.
- Note: Foreign university transcripts must meet accreditation standards by one of two national associations of credential evaluation services designated by the Office of Personnel Management (OPM) and the US Department of Education.
- National Association of Credential Evaluation Services (NACES)
- Association of International Evaluators (AICE).
- Pass a background investigation, including FBI fingerprint check, and provide “identity-proofed” identification through authentication of two forms of government-issued identification.

- A successful candidate will possess and/or demonstrate:
- Experience applying instructional design principles, learning theories, and adult learning principles to create effective and engaging learning experiences.
- Ability to independently develop instructional content (e.g., learning objectives, course materials [outline, PPT, Facilitator Guide, Participant Guide], storyboards, learning activities, and interventions).
- Experience developing training for virtual, face-to-face, synchronous, and asynchronous modalities.
- Ability to use Bloom’s taxonomy to ensure content adheres to applicable training standards.
- Ability to work collaboratively, give and receive feedback, and participate in creative problem-solving techniques and conversations.
- Ability to write effective instructional text, and audio scripts/video scripts.
- Experience evaluating effectiveness of instructional programs, utilizing assessment data and Kirkpatrick feedback to continually improve and refine instruction.
- Experience in conducting a learning needs analysis, including assessing competency gaps and identifying what people need to learn for successful individual and organizational performance.
- Attention to detail, task organization, and time management skills that result in the on-time delivery of quality project deliverables that adhere to company and program standards (e.g., style guides, templates).
- Exceptional communication and interpersonal skills to collaborate with subject matter experts and ensure that instructional material is accurate, relevant, and comprehensive.
- Customer service skills for interacting with clients, peers, and program leadership, understanding their needs, and implementing feedback to improve instructional design practices and quality of overall deliverables.
- Recent expertise with and ease of use in MS Office products, such as Word and PPT.
- Knowledge of and experience with developing accessibility-compliant content (e.g., Section 508).
- Proficient in MS Word, MS Excel, MS PowerPoint, MS Project, MS Access, MS Visio, and Adobe Portable Document Format (PDF).
- In addition, this position will require the successful candidate to:
- Work East Coast hours in an environment with minimal interruption and/or background distractions.
- Establish work schedule to coincide with project team.
- Work independently with minimal supervision.
- Work remotely with excellent organization and communication skills.
Preferred Qualifications - Prior Government contracting experience.
- Knowledge of industry training development tools (Adobe Captivate, Articulate Storyline) and training delivery platforms (MS Teams, Adobe Connect).
